H2C is seeking a Director, Acquisition Management that will provide leadership, development and oversight of the Acquisition Management organization, responsible for procuring and managing a wide variety of goods and services in support of ITDC and H2C mission. Responsible for providing strategic direction in support of mission goals and objectives, establishing company wide and departmental policy guidelines, implementing efficient and effective procedures and processes necessary to maximize value to H2C. The successful candidate will lead, direct, manage, and mentor the staff including employees responsible for the development, preparation, formulation, and administration of subcontract and material procurements and the material control activities for H2C.
*Develop supply chain resources, subcontracting strategy and framework including the implementing actions to meeting company socio-economic small business subcontracting goals.
* Ensures establishment and integration of policies and procedures for compliant
procurement/materials management including the company's purchasing card program.
* Implements departmental elements of contractor assurance system including risk
management, development of performance metrics, supports internal and external
assessments and audits, and actively pursues continuous improvement
* Directs the general oversight of the material coordinators; maintaining the procurement and material management operating systems (PassPort, TFMSS, etc.); ensures adequate control of materials.
* Manages aspects of the spare parts program including cataloging, storing, and reviewing of current inventory; removal and reuse of existing parts and assemblies; and coordinating
excess of government-owned equipment and surplus property.
* Establishes subcontract/purchase order administration skill requirements and training.
* Manages supply chain development and procurement lifecycle subcontract activities and
interfaces from planning and forecasting, through subcontract close-out.
* Manages subcontract reporting/oversight and audit activities as required.
* Manage the overall material control activities from the requisitioning process through the
excessing surplus materials.
* Must work within the authority and under the requirements of the HAMTC labor agreement.
* Assure compliance with prime contract requirements, maintains and develops approved
Government Approved Purchasing System.
* Monitor P-card purchases to assure compliance with applicable procedures.
* Interfaces with Executive Management and reports status of critical and strategic
procurement actions routinely
Requirements
Grade 23
- Bachelors (BA/BS) degree in Business Administration or related field; and
* 17 years of Contracts/Procurement experience in a Federal Government/Contractor FAR/DEAR environment.
Grade 24
- Bachelors (BA/BS) degree in Business Administration or related field; and
* 20 years of Contracts/Procurement experience in a Federal Government/Contractor FAR/DEAR environment.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Grade 25
- Bachelors (BA/BS) degree in Business Administration or related field; and
* 20+ years of Contracts/Procurement experience in a Federal Government/Contractor FAR/DEAR environment.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Desired Qualifications
Experience with Power Bl or other analytical software preferred
Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried nonexempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
