The Opportunity:
CACI is seeking a Project Material Manager for the Waterfront Operations Department at Ship Repair Facility, Japan Regional Maintenance Center (SRF-JRMC) detachment Sasebo. This role will architect and spearhead an advanced material management program that not only supports but elevates regional production and repair goals. Operating at the nexus of supply system optimization, contracting acumen, engineering excellence, and project management proficiency, the incumbent will drive strategic material initiatives and tactical material operations in alignment with the PMM Handbook, NAVSUP P485, the Joint Fleet Maintenance Manual (JFMM), the Availability Management Manual (AMM), and the AIM-NG Process Manual. As a distinguished Subject Matter Expert (SME), the individual will lead multi-functional teams, influence stakeholders at all levels, and implement innovative solutions derived from extensive experience and forward-thinking strategies.
Responsibilities:
- Architect and implement a comprehensive material management strategy that aligns with the objectives of Program Sponsors, Maintenance Providers, and Project Team Leadership.
- Design and deploy advanced processes to ensure full traceability of kitted, contractor-furnished, and engineering-identified material from procurement through to receipt and issue.
- Oversee the receipt inspection and inventory of inbound material, providing actionable insights on shortages and discrepant material items.
- Strategize and coordinate the storage and transport of material post-arrival.
- Drive all actions associated with material procurement from initial order to issue to the workforce, ensuring seamless integration and availability.
- Forecast and track need dates for each line item, ensuring timely and precise issuance to the appropriate maintenance providers.
- Identify, procure, and monitor long lead time and critical material items to guarantee schedule adherence for specific jobs during availability periods.
- Orchestrate the disposition of excess material upon project completion.
- Deliver comprehensive weekly reporting on material status.
- Capture, analyze, and institutionalize Lessons Learned to drive continuous improvement.
- Undertake additional duties and responsibilities as assigned to enhance operational excellence.
Qualifications:
Required:
- Active Secret Security Clearance
- BA/BS in Engineering, Logistics, Supply Chain Management, or Project Management; can be substituted with experience.
- Seven to ten years of progressive experience in Project Material Management within a Shipyard or RMC environment
- Expert-level proficiency in reading and interpreting technical drawings and specifications
- Extensive experience with Naval and Military Logistics IT systems
- In-depth understanding of MILSTRIP/MILSTRAP and Non-standard Procurement procedures
- Proven track record in material procurement and supply chain management, with a focus on kitted, contractor-furnished, and engineering-identified material
- Demonstrated ability to influence stakeholders associated with material procurement from initial order to final issue.
- Exceptional interpersonal, communication, and negotiation skills.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, SharePoint) and project management software
- Ability to lift up to 50 pounds
- Ability to work both independently and part of a team with little or no supervision.
- Willingness to work in a typical shipyard environment with exposure to noise, dirt, and varying weather conditions, including continuous use of personal protective equipment (helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes).
Desired:
- Specialized experience in roles such as Project Engineering and Planning Manager, Project Material Manager, or Senior Project Planner
- Experience on LSD, LHD, LPD, or MCM Hulls
- Certification in Project Management (PMP) or Supply Chain Management

$90,300 - 189,600 USD
